Here's the same windsurfing vehicle, with a beautiful streamer.
On nice days it can be quite breezy, encouraging windsurfing and kite flying.
The speck in the top left is actually a parachute/kite contraption another guy was using to pull him at fast speeds on a converted skateboard (with big inflated dune-buggy style wheels).
